Cool doesn't want to shift up

My 1990 ranger just started not wanting to shift out of 1st,, until it gets above 30mph,, then it will shift up, after this shift it seems to shift ok, also shifts fine after it starts to warm up,, it was shifting just fine, then I went out to go to work and no shift,, now is a continuing problem,, is this a filter problem??

Same problem here with a 2001 4R55E , Any ideas ? Bumping a old one
